This is the Easy Read version of this guide. It says the same things as the full guide. The sentences are short. The words are plain. Read the full guide if you want more detail.
Short answer: diabetes on its own does not qualify. Insulin therapy can. Since 2022, people with type 1 diabetes are generally considered to meet the life-sustaining therapy rule.
If you live with diabetes, you have probably heard two opposite things about the Disability Tax Credit. One person says everyone with diabetes gets it. Another says nobody does. The truth sits in the middle, and it is more hopeful than many people realize.
Many families assume the answer is no and never look closer, even after years of insulin therapy. This guide walks through the rules in plain words.
Words on this page
- DTC means Disability Tax Credit. It is a tax credit from the Government of Canada. A tax credit lowers the tax you have to pay.
- CRA means Canada Revenue Agency. It is the part of the government that runs taxes and decides DTC applications.
- RDSP means Registered Disability Savings Plan. It is a savings plan for a person with a disability. The government can add grant and bond money to it.
- Insulin is a medicine that helps the body use sugar in the blood. For someone who needs it, insulin is not optional. It keeps their body working safely.
- Life-sustaining therapy means treatment a person needs to keep a vital body function working. Insulin therapy is the classic example.
- Hypo is short for a low blood sugar episode. When blood sugar drops, everything else has to stop until it is treated.
- Glucose means sugar in the blood. People with diabetes check their glucose readings as part of daily care.
Diabetes on its own is not the ticket in
A diagnosis of diabetes, on its own, is not what qualifies someone for the Disability Tax Credit. The Canada Revenue Agency looks at the effect of a condition. In this category, it looks at the therapy needed to support a vital function.
Two people can share a diagnosis and live very different lives. One may manage with food, movement, and a daily tablet. Another may be calculating doses, monitoring constantly, and treating low blood sugar episodes that stop the day in its tracks. The credit recognizes that second kind of load.
For the bigger picture, read our Easy Read guide on how the Disability Tax Credit works. Diabetes usually enters through a different door, called life-sustaining therapy.
Life-sustaining therapy is its own category
Life-sustaining therapy is its own category under the credit. It is separate from walking, vision, and the other basic activities of daily living. It covers therapy needed to support a vital function. Insulin therapy is the classic example, because for someone who needs it, insulin is not optional. It keeps their body working safely.
In the past, this category was measured in time. The general test looked at whether therapy took an average of at least 14 hours per week, at least 3 times per week. That is why older conversations turned into arguments about counting minutes, with families keeping rough logs in notebooks and on phones. Some were worn down and gave up, and that frustration is understandable.
Rules here have details that matter. Check the current rules before relying on any number you read online, including here.
What changed for type 1 diabetes in 2022
Since 2022, people with type 1 diabetes are generally considered to meet the life-sustaining therapy requirement for the Disability Tax Credit. The government recognized what families had been saying for years. Managing type 1 diabetes with insulin is, by its nature, life-sustaining therapy. The daily monitoring, dosing, and adjusting is not a small extra task. It is the therapy, and it never takes a day off.
That change removed much of the old time counting pressure for type 1. It did not remove the application process. A medical practitioner still certifies the form, and the Canada Revenue Agency still decides each application. Nobody can promise approval.
If you or your child lives with type 1 and you have never applied, this is worth a fresh look. That is true even if you were turned away years ago under the old time test.
Type 2 diabetes can qualify too. It just looks different
Type 2 diabetes does not get the same general consideration that type 1 received in 2022. But the door is not closed.
The first path is therapy itself. If someone with type 2 uses insulin therapy, and meets the time and frequency requirements under the current rules, life-sustaining therapy may fit.
The second path is through complications. Diabetes can affect daily life over time, including vision, walking, and other basic activities. If those effects are significant and prolonged, a person may qualify under one of those categories, or through the combined effect of several restrictions.
Every case is individual. That is why the form focuses on effects and therapy rather than a diagnosis label alone. Do not rule yourself out at the kitchen table.
What counts as therapy time, honestly
When time does matter, count it honestly, and count all of it. Therapy time is not only the moment insulin is delivered. It includes checking and recording glucose readings. It includes calculating doses based on food, activity, and current readings. It includes adjusting for highs and lows, and managing hypo episodes when blood sugar drops and everything else has to stop. It can also include recovery time after a serious low.
Honest is the key word. Do not inflate the numbers, and do not shrink them either. Many people undercount because the work has become routine. A parent checking a child through the night is giving real time to a vital therapy. A simple log can help you and your medical practitioner describe that time clearly on the form.
Why approval matters beyond the credit itself
The credit is valuable on its own. For many families, it is also a key. Approval opens the door to the Registered Disability Savings Plan, the RDSP.
Inside an RDSP, eligible people can receive government help that grows savings over time. That includes the Canada Disability Savings Grant and the Canada Disability Savings Bond for people with lower incomes. There can also be room to catch up on grants from earlier years, subject to the current rules.
If diabetes is part of your life, or your child's life, you are already doing hard, faithful work most people never see. You deserve to have it recognized properly, with clear information and no pressure. Take your time, check the current rules, and talk with your care team.
Common questions
Does diabetes qualify for the Disability Tax Credit?
A diagnosis of diabetes on its own does not qualify. The CRA looks at effects and at therapy. Insulin therapy can qualify under the life-sustaining therapy category.
What changed for type 1 diabetes in 2022?
Since 2022, people with type 1 diabetes are generally considered to meet the life-sustaining therapy requirement. Much of the old time counting pressure is gone for type 1. You still apply, a medical practitioner still certifies the form, and the CRA still decides.
Can type 2 diabetes qualify?
Yes, it can. One path is insulin therapy that meets the time and frequency rules. Another path is complications, like effects on vision or walking, if they are significant and prolonged, on their own or combined.
What counted as therapy time under the old test?
The general test looked at an average of at least 14 hours per week, at least 3 times per week. Therapy time includes checking and recording glucose, calculating doses, adjusting for highs and lows, managing hypos, and recovery time after a serious low. Check the current rules before relying on any number.
